Brake on one wheel is locked on

Bailey Olympus 534 - I arrived home with the caravan engaged the hand brake and uncoupled the caravan from the car then engaged the wheel movers and released the hand brake. They wouldn't drive the left side wheel forward and there appeared to be some resistance going in reverse. I jacked up the wheel and tried to rotate it using a crow bar but couldn't rotate it forward and only just rotate it backwards.
What could the problem be?
 
This can happen if the brake linings have been over adjusted and not allowing to auto reverse mechanism to operate correctly.
 
I had a similar problem once and it turned out that a bolt under the A-frame cover was fouling the brake rod.
 
Are the brake rod supporting brackets ok, they are usually fasten to the underside of the floor and the brake rod passes through it, it's not unknown for the bracket to loosen trapping the rod and not allowing it to return to rest
