I've just been reading a reply to a reader in the Practical Caravan about the weight of his car. They suggested that he fills up his car with equipment and also fill his fuel tank and then take it to a Local Weighbridge to get it weighed. I would have thought that filling the tank with fuel first would be the wrong thing to do as the further he goes on his journey, the car will become much lighter. If he was near the limit with a full tank what would it be like with an empty one. Kenny
 
The 2 definitions of kerbweight for cars specify 100% full full tank, and other fluids, but no passengers or load, for the UK Construction & Use, and 90% fuel and other fluids, with driver only, for the EC Sales Directive, also used for UK V5 documentation.

If the PC response was about kerbweight, it shouldn't include any load - if it was about gross weight then the info is correct.
