My concern John is your pocket.A turbo return pipe is just that-it returns the oil from the bottom of the turbocharger.Most engines return it to the sump,weather it returns it just above the sump joint or direct into the sump doesnt really matter,it all ends up back in the sump.It then carrys on lubricating the engine.I dont know the history of your repair but i assume the head was removed due to the timing belt breakage.I would expect the turbocharger to be left on the manifold and lifted with the head.From your description i think your talking about the pressure feed pipe to the turbocharger.Maybe the disconnection of this pipe was overlooked and pahaps the fault lies in just the pipe.There is a process to repair the block called metal stitching,i will gladly give you the number of the company i use.I presume the leak wasnt there before?I find this hard to believe as modern engines dont use taper fittings,previously most used eighth gas thread with a taper, on stuff like oil ways which did try to "open" the gallery up.But now nearly all use metric straight stud couplings.So really theres no reason for gallerys to get stretched.I hope you get it sorted.
