A lot would depend on who I was buying the caravan from, is it a dealer or a private sale?
Try to find out which dealership did the work, was the workmanship guaranteed in any way and when was the work done?
There are plenty of five year old Bailey Discovery's on the used caravan market, your sister in law might buy an identical model which had not been repaired only to find out later that a repair is needed. Front panel cracks were an issue with this model and many front panels were replaced under warranty.
A 4 berth 2006 Bailey Discovery is worth around c.£4500 - £5000 as a private sale and perhaps c.£600 extra from a dealership with some sort of guarantee.
Check the paperwork, look for evidence of regular scheduled servicing and the results of recent damp tests done as part of the last service.
If everything checks out and the price is right then at least your relatives will know that water ingress has been checked and dealt with.
Check behind the curtains, inside lockers and bed boxes and ease the rubber window surrounds down to check that there is no more damp.
