Carrying Bikes on rear of car of Italy - Questions

On our grand tour of Italy, probably, via France, Switzerland, Austria and Germany, commencing on 24 July we are planning to carry our 2 pedal bikes on a Witter towbar bike carrier. The bike carrier is the 4x4 type, ie, it bends out to fit around the rear-mounted spare wheel.

I have just read that the Italian regs require us to have a warning panello, with diagonal red/yellow strips to warn of the overhanging load. Is that correct?

Does anyone know where we can one of these either fairly local to St Helen, Merseyside or by post/internet.

How much do they cost?

Do we need this panello fitted when we are towing or only when driving solo with the bikes on?

Any advice very welcome.
