In a word, no.

165R13 (to be correct) means 165mm tread width.
185/80R13 is the same as 185R13 as an 80 profile is the 'standard' and means the tyre is 20mm wider. That may foul the housing when the suspension flexes. Also if it is not the/a size specified by the manufacturer you might have insurance issues in the event of a claim.

What is more important is the load rating which MUST be the same or greater. Bailey's had the wrong size in stock as spares for my Peg 1 -- until I pointed it out!
 
I agree with checking that the load index is adequate.
You are simply proposing wider tyres, so you will have to check out whether there is adequate clearance in the wheel box. Also check with the tyre supplier if the wider tyres would be ok on your existing rims.

Although it would be wise to mention to your insurers, It would seem unlikely to be an issue there, as you are potentially increasing grip and road-holding, and therefore safety, which reduces the risk to the insurance co.
 
As well as being 20mm wider, your proposed tyres are 32mm taller - raising your centre of gravity by 16mm.

The safest option is to stick with the 165s.

Oops, forgot that bit, but it does even more support my stance - NO.
