you have to ask why and who did this? Not the CAMC ?

I don’t know the who, I thought that the Agg College was only on the other side of the mainroad and that the Cirencester College or Deer Park school had some responsibility as there is an access along there.
Whoever thought it out, you would think they would have considered all interested parties or stakeholders. And applied due diligence and risk assessment.

Is seems unlikely that occurred.

I live not too far away and, as I was coming through Cirencester this afternoon, I had a quick look. The approach road was bad enough with, presumably, school traffic, but the entrance to the Caravan site looked very narrow. I don't think I'd like to try it.
 
Dan Trudgian has a You Tube video of the road and the fearsome looking boulders and useless passing places. He is not a happy bunny either. He may be a neighbour of yours DD.
