If you enter the area without the vignette you face a fine of - I think - 65€, and the French authorities now have access to the DVLA registry so can pursue you all the way home.
The same vignette is used everywhere and whether your particular rating is allow to enter the cities concerned is shown on an illuminated sign at entry points. It varies throughout the day depending upon the current pollution level.

I'm surprised they may have access to the DVLA happy I'm not on there ... How far do you think they're willing to travel to get you? LOL
