clunking noise whilst towing.

i have a 1991 lunar sunbeam i'm told a clunking noise whilst towing can be caused by tyre problems, i'm also told that it can be caused by a worn out damper also the hitch is spinning all the way around is it supposed to on this model? can anyone enlighten me on this.
 
Could be damper, worn ball and coupling, wrong ball and coupling years ago there were 50mm and 2" fittings and you could not mix them. Loose bolts on van or car hitch.
