Well this is where common sense should kick in, but it seems you boys ain't blessed with any. Regarding the sticky sticker thing stick it on something else and use it like a blue badge. Simples.
If you do that to the Swiss Vignette, the Police will give you a hearty fine. I would think the French Police will do the same.

Unlike a Crit-Air or Vignette which applies to a specific vehicle, the Blue Badge applies to the driver or a passenger and is designed to be moveable between vehicles.

I suspect Border Billy was just trying to avoid having to put it onto the windscreen. But clearly he’s not too familiar with the various EZ stickers or vignettes.
