Absolutely, if you have paid for it then you must be entitled to able to use it. But it depends on how it is charged for.

But if a land lord/ site operator, or commercial business tries to sell power by the kWh unit of energy, they are bound by weights and measures, and their metering devices should verified in accordance with weights and measures regulations.

Not sure if that is correct as the meters are private and belong to the LL and no one else has access to them without the LL's permission.

However the LL has to charge the same amount as they pay per kwh. They cannot charge a standing charge either as that is only applied to the primary meter.

I have mentioned specific Laws earlier which seem pretty specific but maybe I am missing something?

I think those laws only apply to meters installed by certified meter operators working for a supplier. Private meters only need to be certified that they are safe to use and install. Everything after the primary meter is a matter for the LL and that also includes the cabling coming out of the primary meter for the site.

MPAS or Meter Point Administration Service is the service that provides the national database that identifies all UK electricity meters. It is not a government organisation, but has been set up by energy suppliers.

MPAS rely on metering companies notifying them that a meter has been installed which is why every now and then a few slip through the net and can remain unregistered for years and the consumer is never billed. MPAS do not keep a database of private sub-meter as those are not their concern. 👍 🙂
