Brenda, to answer your questions:

1.Why,,because they are overwintering in a cosy, safe place.They will get in through any available entry point, including under the window rubers, door seals and of course the fixed ventilation.

2.How to solve it,,spray with fly killer on a regular basis, like each month, as they will have laid eggs, which will hatch, grow, lay more eggs.

Is there anything you can do about it,not really except maybe change storage location, but they will still overwinter in the van despite your best efforts to stop them
 
We had the same problem in the house october time.It started off with one or two flies appearing ,we d kill them and more would appear.After a process of elimination we tracked them to the kitchen.Now the kitchen is spotless,and all food is stored properly.Again the more we killed the more appeared.It drove us bonkers !So I stood and waited,and saw that they were coming from the un sealed window .(my hubby had replaced it earlier in the year)So obviously a fly must have laid eggs in the summer and now they had hatched.After a lot spray and vacuuming we managed to kill them all.My husband then sealed around the edge of the window and we have had no problems since.
 
You used to be able to get a slow release fly killer. Looked like an an air freshener block in a white plastic container. Was it called Vapona? Perhaps its still around.

Sadly, Vapona was banned along with many other pest control substances, because after being used for many many years, they suddenly found out they may be harmful to humans...............

Thank you Europe for that too.

Give the flies a beer! Well half a bottle!

Nice sweetish strong ale in a crown cap bottle, just swig half the bottle and leave it with the top off.

The flies will go in the bottle to drink and then can't get out and die. It's a bit messy when you empty out the dead ones, but it works good and quick 🙂
