PaulT has suggested that the Alko ATC was an optional extra on the Pursuit. My thought was that Bailey may have included the wiring into the wiring loom to facilitate fitting at a later date. In this case what we may have is a redundant piece of wiring which would have been connected to the ATC LED on the A Frame cover.
 
Bit late to this topic, but thinking outside the box, it couldn't be an aftermarket connection for a solar panel, could it?
 
Judging by the position and the type of connector Pault is correct as its the led connection for atc.this is to power the led not power the atc itself . This still takes its power from the car connections
