French Power

I stayed on a French campsite last year and had to use the French 2 pin plugs. I also had a tester with me that showed "no earth" when I used the normal adapter. When I switched to the 'reversed' adapter, the tester showed as correct.

This year, I stayed at the same site, only now, they have installed the standard Commando sockets. However, when I connected and used the tester, it showed "no earth" again. Now, I didn't have the equipment to 'reverse' the commando plug so I couldn't reverse and re-test. Is it possible that even though there were commando sockets, the power still needed to be reversed?
