Gunk from Fresh Water Tank

We have had an ongoing problem with the toilet tank flush in our Laika Motorhome. After great expense and many new parts it the caravan repair man says it is a problem with our fresh water tank which is depositing gunk in the filter that prevents the flush turning off. We haven't had water in for a while due to the above ongoing problem. When I asked if there was a chemical we could flush through he said no as the gunk would flow through and he would have to start stripping back changing pipework as required.

The water has always been visually fine from the taps. Is he right or is there a chemical that can break down the particles of whatever it is?

If you can't see any build up of dirt through the inspection lid of the tank, then it might be that a seal within the pump is falling apart - particularly if it has dried out from lack of use.
