Welcome to the Forum and hope you can sort out the handbrake problem. Best to check on the cables by getting underneath and inspection them and their routing attachment points too. Don’t just eyeball but check manually too along the complete length from handbrake attachment to brake drums.

Its either the cable has snapped or needs adjusting, or the shoes have worn right down.

When you pull the handbrake on their should be a little resistance,if it flies up,cable snapped. If you are confident and competent at mechanical diy, jack it up and strip it down, they'll be loads of vids on YouTube,If not, you're better getting the professionals in,before you get it jacked up and make a mess.
I'd be more inclined to say they probably just need a good clean and re adjusted, sorry I can't be more help.

With a 1991 caravan, it is likely the old fashioned handbrake, if it is the cables, its the easier one to adjust.

Hi guys 1 answer I can give is yes there is resistance right at the very top of the handbrake pull so I think it might be 2 options either the cable needs adjustment or it needs new brake shoes lol will keep you guys updated thank you for answering
