Hartal Lock Barrel

I have a Hartal door lock in my Swift Caravan. Like this

The lock barrel needs changing. I can remove the barrel from the lock, but the barrel is encased in a metal sleeve which I am unable to remove.

Does anyone know how it is done so that I can replace the barrel?

There is a special master key which is only available at a dealer workshop or some mobile engineers. (only for authorised use, NOT for sale)
