Google and this is a very common problem with this Milenco model.
Suggestions offered:

Key not fully inserted.
Try spraying order or silicon over the entire lock. Don’t use wd40 or oil
Try gently wiggling the key to and fro in the lock.

That’s unfortunate, so I await Mel’s considered advice.

Assume you’ve used penetrating oil, and/or light tapping around the lock area.
In our case we hit it with a hammer. Not sure that will help here; although could try tapping the key?

If it doesn't open, I will cut it off myself, or find those people who lift anything, the unmentionables, too tight to pay a locksmith, I am a Jock after all.

I would suggest pouring hot water over it to expand the casting and help assist the freeing of the lock pawls,once off make sure it's dry and use an aerosol that contains graphite ...Good luck ...Gary

Well goosed now,key broke in lock.
That's the danger of course!!

Brute force and ignorance now required to remove the entire device, and, due to the fact its designed to resist such action, that's not going to be too easy.
A powerfull mains operated disc cutter, with a diamond cutting disc is probably going to be required.
Time to speak with a tool hire place I reckon.

Some very clever ideas in that video, certainly a few to tuck away in the "Memory bank of very useful ideas"
Getting the key out still won't get the lock to release though will it? Even if there is a second key to use, the initial problem still exists.
At least with a working key , wiggling etc may bring a resolution.

On other forums it is well recognised these Milenco units have suffered the same problem as Billy. May be a call to Milenco may help🤔
