Is this legal ?

Not on a road it isn't. Agricultural tractors or a locomotive (not the ones used on railways!) can tow two trailers providing they don't exceed a certain length or speed. An example of the latter would be a fairground vehicle, where the locomotive (short lorry) tows the fairground ride and then a caravan behind.
 
I wasn't able to get a photo but in France recently we saw a circus on the move with two lorries each pulling three four wheel trailers. I take my hat off to the drivers, they must have incredible skill but what do they do if they need to reverse ?!?!?! I guess it was legal.
