Why are there two notches cut out at the bottom of the jockey wheel tube.The only thing I can think of is for parking the jockey wheel when it is stowed in position when towing otherwise it seems to be useless.

The outer tube is secured by the chassis clamp.
The inner tube holding the jockey wheel once raised into the grooves and tightened will be more secure than without grooves.ie harder for the j w to rotate and drop out.

that is exactly what they are for it stops the wheel from turning and unscrewing it's self.
