The syetem is there and always has been, its called "Caveat emptor " or "buyer beware" . It is always the buyers resposnsibility to make sure the product/service they purchase is what they want. If you are not sure of a products specification you need to ask. That applies for all purchases, however made.
The distance selling regulations recognise the fact that where a customer cannot inspect a product 'in the flesh' at the sellers premisis there is a possibility that some aspects may ultimately be unsuitable, or that perhapse the purchaser has second thoughts just after putting the phone down. The regulations do not apply to auctions, or property where it is important that you make all enquiries before the deal is concluded.
