Noseweight issue

I am a newcommer to caravanning and a little unsure of if i have got the loading/noseweight right or not. I tow a Bailey Ranger S5 510/4 with a VW Touran 1.9 TDI. The nose weight for the Touran is 75kg. I have checked the noseweight of the van and it is just under 75kg (depending upon the accuracy of my bathroom scales). However when towing it out of the storage compound (basically unloaded inside the van) the car seems to (feels) like it is being controlled by the van - if that make sense. It feels like the van is lifting the front of the car up. It may just be my lack of experience, but my gut instinct it all is not right. I thought i had got everything as i should, noseweight at 75kg and a car and van match of 82% (www.whattowcar.com). Any advice greatly appreciated.

Did you measure the noseweight of the caravan with it standing with the same attitude as when it is hitched up to the car? If you measured it standing level and then find it is nose down when it is hitched up to the car, the actual noseweight could be quite a bit higher than you think.
