One of the reasons for purchasing a touring caravan is usually so that you can tour from one place to another. Permanently sited means the caravan stays in one place, which somewhat defeats the object of having a tourer. So most permanently sited caravans are called holiday homes or static caravans.
What is available when you permanently site a caravan depends on the site, but it usually means there's a mains electric supply, often the fresh water and waste are plumbed into the mains, and gas may either be supplied form bottles or a common bulk storage system.
Depending on the site operators licence, there will be limits on how long you can use the caravan each year, as this will affect liability for council tax etc. Rents and leases are not regulated so there can be wide variations on what you will pay. (mind you that also applies to touring caravan sites)
There is another similar type of site called a park home, site. These also use static caravans and mobile homes, but they are set up as full time living accommodation and are subject to council tax and other local charges.
