Rear road lights - Swift

I bought a new Swift colonsey, it is coming up for it's second annual service. While in France in April was stopped by French Police who checked the caravan ie road lights as I had a defective rear bulb not a problem but they pointed out that the silver paint inside the light casing was pealing off and to get it changed. I then started looking at other Swift caravans of the same year or newer and a few had the same problem. Can you tell me should the Dealer replace these free of charge.
 
We also have a Swift which is just coming up for it's second annual service, and we too have noticed the same problem with the light casing pealing on both sides. And yes, I think the Dealer should replace it foc - it's obviously a common fault down to the manufacturer.
