Rental bikes and Scooters

What can I moan about, well the amount of electric rental bikes and Scooter just left dumped when they have got out of the range, they are then left for days before being collected by the owners, like in Milton Keynes, I thought the users had to have provisional licence, but I see School kids using them if not on their own ones.

We are North Milton Keynes and driving to our Daughters at Bletchley is 8 miles. Regularly on that route we see as many as up to 30 Electric bikes and Scooters just dumped and can still be there days later. Our friend had 2 Scooters dumped on his drive for 4 days. How is this economical with the cost of them having to be collected up, without council tax payers footing the cost,

I don't think the electric scooters are the responsibility of the council as normally they are managed by the private organisations?
 
Some councils have stopped the facility on grounds of safety of the partially sighted/blind and for causing obstruction to pedestrians and those with mobility aids.

But what did we expect after all this is Britain not the Netherlands.

I reason I thought of the Council connection, is the Green paint colour of them,as the same colour used by the Council in general, of the Vehicles

Lime is a company providing hired e-bikes under licence to various local authorities around the UK - hence the green colour.
