Scary tyres

This not in the UK, but another country. The condition of all the 24 tyres are this heavy overloaded HGV are really scary. The load was so heavy that the tyres were rubbing up against one another. The country in question has had over 370 deaths related to poor condition of HGVs. Imagine a caravan with tyres in such bad condition. The driver and the operator were both arrested and are in custody. Do they do similar in the UK with driver and operator being responsible as sometimes the driver may have no choice as if it does not do the route, he loses his job?

AFAIK in the UK, HGV drivers are fully responsible for their vehicle complying with all Road Traffic Act requirements - but in addition the licensed operator is also responsible for certain aspects.
