stiffening a 2003 passat 1.9se tdi rear suspension

Stiffening the springs would compensate for sag but would probably make bouncing worse.

Bouncing is caused by insufficient damping, excessive noseweight or insufficient noseweight - is your noseweight correct - are your shock absorbers in good condition?

Noseweight should be as high as possible but not exceed any of the following noseweight limits - towbar, car or caravan hitch.

Passing an MOT doesn't mean the shocks are in good condition, it simply means they don't leak and aren't totally shot!

As your problem is solo as well as towing focus on the shock absorbers.

Checkout KYB (Kayaba) shock absorbers - good value replacement items.
 
I agree with Roger. I think a set of good new shock absorbers will solve your problem much better than harder springs.

VW say my springs are OK so I'll try my nose weight next.
I have a 2002 1.9 td1 130 passat and i put spring assisters on becouse the suppsion is soft and it helped. You can buy them as a diy kit from www.springassisters.co.uk
