Its more then "best to" it is very important. Very few insurance companies will charge more for the tow bar, but if you fail to tell them and you are involved in an claim, they could refuse a payout.

It depends on what they ask when you take out the insurance. If they ask if the vehicle has been modified the answer is yes. My insurer simply wants to know if it has been modified to improve performance and the answer is no.
If you fit a tow bar part way through the policy it is a change in the circumstances so you should inform them.
Most companies do not charge but if they do they are having you on so find another.
