tow hitch not level

hi again

could any one shed some light on this please?

when towing my van the tow hitch does not ride central on the ball,it is either to the left or the right but rarely in the middle,do i have a problem?
 
There were a couple of responses to the same question under the Technical section of this forum. Were they not of any help?
 
I think that you have the older type of hitch (B & B?) which can rotate through 360 degrees.

Its just moving to one side or the other depending on the road camber etc.
