Towing mirrors

I have just read the letter in the latest issue referring to towing mirrors.The writer says that if the width of the towing vehicle is less than the width of the trailer then it is compulsary to fit towing mirrors.

Is the width of the towing vehicle defined as the distance between the 2 widest points on the vehicle i.e. the mirrors?

If that is not the case then 99% of us are breaking the law.Can someone please settle this arguement
 
To me personally an adequate view is if I can see the awning rail, at the back, on both sides, then I am happy. This was true even when I had full through vision.
