That is my point, why was it bought into line with professional driving regs, it is not the same type of driving and does not carry the same responsibility.

The medical for C1 from age 70 used to be less strict than the medical for vocational C & D licences but was brought into line with those a while back.
 
There is political pressure to introduce a medical and eyesight test for all 70-year olds in order to retain their licences - in typical political fudge fashion, they only introduced it for C1 - since the regulations already existed for the vocational medical, it was easy just to adopt the same regulations.

I have no issue with an increased requirement for medical and eyesight testing for older drivers - on the proviso that the eyesight testing should be extended to drivers of all ages.
