No different to swimming pools, libraries, parks etc. The many support those who do use them. If it was solely pay for use then it would be a pretty miserable society.At least with the TV license you have the option not to watch but there are many things we pay for but never use.

I've contributed to HS2 but I doubt I'll ever get a seat with my name on it. Then again I'd never use it anyway.
Frequently I question my Council Tax because the only thing I can determine that we use is Waste Collection and Recycling.
Not an option in my case, my physiology is so configured if I am listening to the radio and they flash up a traffic report, I hear it. Others I had thought would be very similarly affected? My wife sometimes has suggested I have selected hearing, but in reality that's not the case.
