Truma Water Heater -Breather/overflow pipe??

Not a terribly technical question. I'm sure someone will know the answer.

Truma water heater in a Senator series 6. At the hot outlet a metal pipe comes out to a plastic double connection, from one part of this connection a red pipe is fitted and runs off to the taps - no probs there. From the other side of the same connection a short length of thin clear plastic pipe is fixed, this runs straight through a hole in the floor. I've always assumed this was a breather pipe or perhaps an overflow. I've never at any time (up until today) noticed any water in this pipe. Today I was sterilising the water system and noticed that there was a steady drip of water going through this clear pipe.

Question is - is this normal? is it just that I have never noticed it before? or is there something amiss?

The clear pipe needs to be vertical before it goes down but the valves have been known to fail.

If water is bypassing the relief valve located in the red connector then it has partially failed and will only get worse.

You need to get it changed before it fails completely.

It looks as though replacing it is a very simple disconnect then connect new one task, is that the case?
