What part of "ANPR cameras cannot pick up the small identifier on a vehicle number plate" are you having trouble understanding?
Clearly, according to you, German cameras photograph the front of offenders vehicles, how else can they photograph the driver?. I would remind you that hge only requirement for a country identifier is that it's positioned on the REAR of the vehicle, so it cannot be seen by a camera photographing the front can it?
As for the colour of offending vehicles (in the UK), ever heard of flash photography?
ANPR cameras do not flash, at night they use infra red technology. No point in telling the “bad guys” where they are located.
 
If a German ANPR . camera photographed the front of a UK car surely it’s possible for software and data bases to identify it as British and the owners details. After all I can insert my registration number into a data base and be given information as to whether it’s allowed in to a LEZ for Belgium or France as both link the the London LEZ database.
However there is no need for the front or rear plate to have a country identifier on them as long as the car has a country identifier on it?
 
Fall foul of a speed camera or ANPR enforcement in Europe and the fine or summons will be delivered to the vehicle owners address.
Vehicle country identifiers play no part in this as far as UK vehicles are concerned
.........the DVLA database does!

My point. is that a camera photographing the front of a UK car does not need any national identification on the plate. The format and configuration of the characters is sufficient. All the system needs is to link in to a database and owner details can be obtained. Pattern recognition software is incredibly powerful.

National Highways have just finished stage 2 of a trial showing that AI supported trailer mounted mobile cameras can identify the driver using a mobile or not wearing seatbelts (and passenger) even when the vehicle is driving within the speed limit.

I thought the Cross Border Enforcement Directive is still embodied in UK law, but the likelihood of being followed up is probably less nowadays, but not zero.

A friend of mine was doing a tour of Spain 6 weeks ago, on a motorcycle, when he got home, a week later a fine for speeding in Spain arrived.
 
But is there a legal requirement to have a country identifier on the front? I am certainly not aware of one, it may be practice, but is it the law? but there IS a requirement to have one on the back and In Spain that mark on the rear MUST be the large roundel type.

The requirement to have a country identifier on all plates applies, with few exceptions, to all EU registered vehicles.

It is 100% lawfull for me to take my UK registered car into the EU and the only requirement is that there is a country identifier on the rear, be that on a number plate or a larger roundel.
It is 100% legal to not have any identifier on any of the number plates PROVIDED there is a roundel type UK on the rear.

The requirement for an oval country identifier at the rear applies only to those vehicles which don't already have an approved one in the number plates themselves and, strictly speaking, in Spain all non-EU registered vehicles.

So please explain how a German speed camera can read the only LEGALLY required country identifier that's on the BACK of my car? All done by mirrors??

Of course it can't. A vehicle without a country identifier in the front number plate has to be identified separately and maybe manually in Germany. Fortunately for the authorities there, by virtue of the characteristic arrangement of letters and numbers of UK plates, they are easy to distinguish from others.
