Vauxhall Antara as tow car

Bought this car in May, a 2012 2.2 deisel 184bhp model, cannot praise it enough, towing around 1400kg of Caravan and the boot fully loaded get 22mpg, no hill is too big or steep, pulls like a train and with self leveling rear suspension, can highly recommend it.
 
Not sure what you are pulling but from people who have one I do understand they are great tow cars but heavy on fuel which seems to be born out by your figures. Towing a caravan of similar weight with a Mazda 6 2.2 diesel we got about 32 mpg which is a lot better but there again towing mileage is a small proportion of actual driving so it is not that drastic.
The odd thing was when we changed to a slightly lighter and narrower caravan the mpg hardly changed so what effect weight has on fuel consumption I am not sure.
