To be honest, the best time to buy a used van is when you find the right one! There are a lot out there, but when buying used you can't specify exactly what you want, so you just have to keep looking and grab it when yoou find it (assuming the price is right).
Talking of price, it IS true that there's an overall "dip" in the market at the end of the season, but for any individual purchase the difference is quite small, and probably more than outweighed by extra depreciation from buying sooner.
Just keep looking until you find the one that's for you, then haggle for price if you feel like it, but buy it.
