window blinds

Hi All

one of the window blinds on our 2003 sterling has become very lazy ! i have found a screw on the side which i think adjusts the tension of the spring but do you adjust the spring when the blind is up or down ?

It really makes no difference.

The adjuster is on the left hand side at the top.
