008 series telephone numbers

I have been given two numbers for emergency contact from europe - one from a bank and the other from a car rescue service - and both start with the prefix 008 instead of the more usual +44

Can anyone advise please if these are used just as they stand, or does one need to drop the zeros and substitute +44, and is there any difference if calling from a mobile rather than by landline.

Any clarification much appreciated.

Telephone numbers beginning with 008 are international toll free numbers so it doesn't matter where you are and in which country the other party is, it's always a free call.

ps.: I'm not sure what the situation is regarding the use of mobile phones and 008 numbers but somehow I doubt whether they they are completely free.
