You state you are new to caravanning and from your comments I would suggest you still have a great deal to learn. Everybody can describe a site they felt was not up to their perceived standard, but we really do not need the type of language you are using.
 
Sorry Thorpedo, but I am quite glad that the warden watched you carefully if you were driving round the site unannounced. You had a car with a tow bar (I assume). They could have been finishing off their dinner before starting work.

If you could not be bothered wait 15 mins for them to open up, why should they disturb their limited free time?
