It is already part of UK law.

All legislation established during our membership of the EU, stands until the UK or its devolved governments choses to modify it. No legislation can be cancelled or modified without governmental procedure's.

Yes it can if it had an expiry date when it was introduced - if the government does nothing to renew it then it would simply lapse
