Brakes or Hitch faulty?

hi

A mate of mine is in the process of buying an older caravan (1991) . The hitch on it will slide in easily when pushed with your foot. Is that right? I'd have thought i'd be really hard to push. I don't know if the hand brake is on or off when he tried this.

Could the damper be faulty? another friend had her's go, it ended up breaking the brake lingings, cost hundreds to put right.

any advice would be welcome.
