breakaway cable

I am replacing this cable on my van but both ends have caribiners,my query is which end do i attach the caribiner with the lock nut,under the van hand brake or the attaching point next to the towball.i don`t want to come across as clueless it has just got me wondering that`s all.
 
The safety cable should be permanently attached to the base of the handbrake lever on the caravan. The other end, once the caravan is attached should clip to the tow bar with just a slight amount of spare cable.
