You say that you need a cover. Do you want one or need one ? If you need one rather than want one why ?
My own opinion is that caravan are made to be kept outdoors so I have never used one but opinions differ. We do not cover cars so why cover a caravan unless it is stored under a tree where sap can cause problems

I'm sure this has been discussed many times here but I can't find where. A search throws up loads of posts about insurance cover.

My caravan is 19' 5" long. The advice seems to be that when the caravan length is near the dividing boundary between one size and the next, always opt for the smaller size. Would I get away with a 17 - 19 foot cover or should I play safe and buy a 19 - 21 foot cover?

Protec or Specialised Accessories both make tailored fit covers to fit specific models of caravans. They will, or at least they used to, send samples of the materials used on request.
Some people like covers, some don't, you will get varying responses on the benefits or otherwise of covers.
I have a Protec cover with the easy fit option, simple enough to put on and take off although would recommend it as a two person task. Only used it for the first time last winter and although no major problems with it I'm not entirely convinced with it. I think all the cover manufacturers recommend the caravan be clean and dry before the cover goes on which can be a bit of a bind if you use your caravan regularly during the winter. Not always easy or convenient to get the van washed and dried. Protec recommend the van to be clean and dried but not polished or you might end up with the "tiger stripes", ie areas where the fabric has rubbed and polished the van up to a higher shine than surrounding areas. That did happen to mine to a very slight degree, I hadn't used a polish as such but a car shampoo/ polish combined. Not a great problem to polish the marks out but did defeat the purpose a little when I removed the cover on a perfectly clean van but needed to wash and polish it anyway to get rid of marks.
The main reasons I bought the cover were, stored close to trees, close to a main road that is heavily gritted in winter and prevailing wind direction means spray from the road in wet weather can be seen hitting the van

You need the cover to be tight to prevent rubbing but the smaller size could easily be too small. I would speak to the supplier before buying as they will probably know what leeway there is if any. At £100 you will almost certainly be buying the basic cover with a limited life but if that is your budget then I cannot see any alternative. Essentially you get what you pay for, cheaper covers mean cheaper material and non model specific will probably mean a poorer fit.
I had a full cover for my previous caravan which was bespoke. It was a great cover but the task of preparing the caravan with protective ant-chafe pieces before putting the cover on and then fitting this very large cover was daunting. We have recently changed our caravan to a 2012 Bessacarr 645 with a shipping length of 26 ft 2 ins and am planning to use only a top cover as it should protect the solar panel, aerial and folding satellite dish.
I cannot determine the cover size required as the length of roof covers quoted in advertisements do not state which van measurement is quoted - shipping length, or the length of the body without the drawbar.
Can anyone clarify please?

Can't help with your query David -sorry. But your post has raised another query from me.
I had assumed that I must remove my aerial from roof as it will surely damage the cover. It is a circular one with a spike sticking up out of the top. I note you intend to cover solar panel, aerial and folding satellite dish. Will these not damage the cover?
I Have one of these, Its a Maypole Roof cover, Seems to do the job, Quite happy with it, It was only £50 as well
I unscrewed the spike from the Ariel and unscrewed the cowl from the heater vent and placed a cut down 2Ltr coke bottle over the pipe.
