Caravan damage claim from council?

I have just towed my van through a traffic calming section (narrowing) in East Sussex and on the edge was a slab of the surface sticking up at 45 deg. It caught the front of my van and damaged the fibreglass bodywork. Is it likely I can claimm off the highways or council for the damage to be repaired?
 
You could try, but what about claiming off your insurance and letting them fight the local council, I would let them do the leg work thats what you pay insurance primiums for.
