Michael, oversealing is a recognised remedy for reinstsing water tightness, but is not as good as a proper re seal, where the old mastic is totally removed and new applied and the joint remade, which involves rmoving trims etc and with a roof to end panel, lifting the edge of the roof to remove the old mastic
However, with roof to end panels this is a time consuming job and can be very expensive, so to remove any old or damaged sealant, thoroughly clean the affected area and apply an overseal is one way of curing a problem.
There is no reason why , if done properly, a reseal cannot be very long lasting, so "regular treatment" is somewhat out of place.
The best sealants are those specifically made for th ejob, such as Soudall, Sikaflex or IDL, but clear silicone sealant can be used.
Problems can arise with the roof flexing during movement and the effects of heat and cold causing movement by expansion, and silicone can lose its adhesion and allow water to penetrate.
