John - I don't think the 85% figure has been scientifically calculated. I remember many years ago when it was 75%, which became impractical, so they increased it.
 
Auto Express this week has a road test of the Skoda Superb in comparison with the Ford Mondeo, Audi A4 and a second hand BMW 5 Series. The Skoda won the group testing and in the technical information it gave the maximum towing limit as 1800kg - the same as the Mondeo. The down side compared to the Ford was that it was slighly heavier to run on diesel as the overall consumption was approx. 5mpg higher than the Ford.
 
The 85% recommendation for newcomers is endorsed by the CC and C&CC and is incorporated in the NCC's Towing Code. 100% is acceptable for more experienced caravanners and is the figure enshrined in EC law for B only drivers.

Other countries sem to use 100%.

As I've suggested before, testing at 100% in the TCoY competition would be much better and represent a more typical situation.
