yes you are correct that just about sums it up, however I was also trying to establish that there is another way to look at the problem.
the fact that the biggest gripe that blue badge holders
have is that non badge holders park in their bays and thats fair enough, but I was trying to point out that you can still be disabled and not have a badge? indeed to deny such people the right to park in an appropriate bay could constitute discrimination itself something not mentioned in the tread .
