I'm afraid the main answer is because the site owner can and furthermore, it's a relatively easy buck too.

Most sites don't even provide any facilities and even instruct you to excercise the dogs off site, thereby passing any irresponsible owners deposits to the local residents.

As a responsible owner of two Labradors, we always clean up after our dogs and always keep them under control on site.

I'm glad you mean breed in relation to size and not breed for other reasons if you get my drift, cough, cough. That's why I have SBT's - they're good little pocket dogs.

My daughter was nearly crushed by a great dane once, she was about five and we went to visit someone and the dane took a great liking to my daughter and sat on her knee. It was funny though.
