re the old green license, in days past that would entitle you to drive any motor vehicle up to 8 tons gross vehicle weight, above that and you needed to pass the HGV test, now known as LGV, you were then issued with a separate license, I still have mine, a hard backed black license. Motor bike entailment, the green license only acted as a provisional, again requiring a separate test to dispense with the requirement to display L plates, and the ability to carry passengers. In my Day before I passed my bike test you were limited to 250 cc, unless you fitted a side car, then you could have any size cc and carry passengers! I think you will also find that the cat E will only act as a provisional for other classes of vehicle, but back to your mate, he is quite in order as the vehicle he is using is FIXED PLANT and as such is exempt from the requirement of a separate license, or that is how it used to be.
