I've been fitting & calibrating tacho's and RSL since they each appeared on the domostic market. I am authorised by VOSA for all makes and types of tacho plus Stoneridge (Veeder-root), Romatic and Groeneveld Rsls as well as Volvo ECU's.

In the nicest possible way there is nothing "patchy" about any area. All the legislation is available in the office I am currently sitting in and I recieve monthly updates from VOSA which I have to sign and store for 6 years. There is no descression for the MAX rsl setting (90kph) but they can be set lower if requested by the vehicle owner.

Just as an example I have been retro fitting RSLs to 7499kgs Isuzu NQR models which prior to 2005 arrived from the factory without any type of RSL fitted. They have inline pumps and mechanical throttle linkage so vehicle ecu's don't really come into it. Even when they changed to "fly by wire" Isuzu would not release the software to allow the setting of the RSLs so retrofit electronic systems had to be fitted. They are now factory set to 90kph.
